Eigo Matsuzaki

■Profile

Graduate of International Christian University. While working in the private sector, he continued to support blind football on the side. Driven by the desire to “change society through blind football,” he became Secretary-General of the Japan Blind Soccer Association (now JBFA), advancing the vision of “Mix through football.” Aiming to build a sustainable disability sports organization, he pursues a business-driven, non-profit sports model.

■Message

Beyond promoting and developing the sport of blind football itself, I sense that we are entering a time when this sport can offer answers to a wide range of vision-related challenges. We’re moving one step beyond raising awareness of visual impairment—toward delivering concrete solutions. The appeal of blind football as a sport, the mindset and capabilities nurtured in its athletes, and the global connections among them can together create a powerful wave. I believe we can help build that momentum.

Tadahiro
Hayakawa

Public Relations Lead

M.S. in Sport Management, Indiana University (USA)

From 1997, he worked as a newspaper journalist, covering a wide range of domestic and international sports, including multi-sport international events, tennis, and table tennis. He began volunteering with the Japan Blind Football Association (JBFA) in 2009. After studying sport management in the United States for two years starting in 2010, he joined JBFA as a staff member in charge of public relations, increasing recognition of the sport and the association’s activities.

From 2015, he moved out of the sports industry and served as a PR consultant at two PR agencies. In 2018, he founded his own firm specializing in sports-related PR and communications. Since the IBF Foundation was established in 2019, he has served as a director responsible for communications and is also involved in communications for the VISI-ONE Innovation Hub.

Eita Otsubo

Vice Chair

Graduate of Keio University, Faculty of Science and Technology (Department of Administration Engineering), and the University of Liverpool Football Industries MBA (FIMBA). Joined the Japan Blind Football Association (JBFA) in 2010 as a pro bono contributor; from 2014, served as staff overseeing tournament operations and partner relations. Served as Sport Manager for 5-a-side football at the Tokyo Paralympic Games. In 2019, co-founded the IBF Foundation and has managed the organization as Director and Secretary-General.

Engaged with VISI-ONE Innovation Hub from concept and planning. Responsible for overall secretariat operations and planning, as well as the management of events and projects.

Ikuo Ogawa

Adviser

Graduate of Osaka University with degrees in Bioengineering (School of Engineering Science) and Philosophy (Faculty of Letters). At Dentsu International Information Services, worked as a systems engineer developing online services and enterprise information systems for clients in finance, retail services, and advertising, and engaged in R&D on core technologies—primarily middleware—and development methodologies.

After Dentsu International Information Services, joined Skylight Consulting in 2004, specializing in new business launches and venture consulting.

Involved with VISI-ONE Innovation Hub from the concept stage; currently responsible for overall secretariat operations.

Hinako Yamazaki

Secretary General

Graduated from Tokyo University of Foreign Studies (School of International and Area Studies) in 2018. Joined Skylight Consulting as a new graduate, participating in numerous projects on management infrastructure reform and system implementation. Since 2022, has been based in the Tohoku office, working on projects such as industrial promotion for Sendai City and open innovation for local governments.

Joined VISI-ONE Innovation Hub activities in 2024, participating in a global leadership camp in Spain the same year. Responsible for overall secretariat operations and planning.

Reo Ohwada

Programme Officer

From May 2018 to July 2019, played as a goalkeeper for Buen Cambio Yokohama, then from August 2019 to 2022 for Papel Crecer Shinagawa. Actively contributed to the community through sport, including visiting local elementary schools while with the Yokohama team to promote understanding of visual impairment through blind football and conducting educational outreach for children and residents.

Currently works at Santen Pharmaceutical Co., Ltd., while serving as an events operations lead at the VISI-ONE Innovation Hub.

Miho Yamashita

Public Relations Officer

Graduated from Tokyo Woman’s Christian University (School of International Liberal Arts) in 2016. After working at a major domestic HR company, moved to Myanmar to help run a local HR business. Later joined Skylight Consulting, participating in projects addressing social issues in Japan and abroad.

As part of VISI-ONE Innovation Hub activities, helped run an ideathon with people with visual impairments in India in 2023, gaining firsthand experience in co‑creation with those with lived experience. Currently serves on the secretariat, responsible for communications.

Tomohiro Hattori

Service Development Officer

Completed a master’s degree at the University of Tokyo, Graduate School of Agricultural and Life Sciences, in 2017. Joined Skylight Consulting as a new graduate, taking part in numerous projects focused on system implementation and new business launches.

Will join VISI-ONE Innovation Hub activities in 2025, responsible for streamlining secretariat operations and planning services.

Tae Kitamura

Community Officer

After completing a graduate degree at Osaka College of Music, worked as a part-time teacher at public high schools and as a freelance performer. Later joined an event operations company, and has worked at Skylight Consulting since August 2025 and began participating in VISI-ONE Innovation Hub activities at the same time.

Currently focuses on managing the community of people with vision issues
